Risk Assessment

The overall approach to design, and the design of each element of the landfill appropriate to its environmental setting, is determined through risk assessment. The risk assessment approach is carried out to an agreed standard methodology. If the risk assessment indicates that the chosen site is suitable for the landfill proposed then the design can commence (subject to Health and Safety CDM, and ATEX (UK DSEAR etc Regs, – compliance requirements).

Design is an iterative process which should be reviewed both at its inception and before making any changes.

Any amendments to a design should be considered against all aspects of the design, construction and operational processes according to the, and cross-reference made to all other sections of the design document and other externally produced local guidance documents used as appropriate.

Landfill practice is a dynamic science, evolving continually as waste quality and quantity change, and in tandem with the (in the past) often revised regulatory requirements.

Landfill designers must consider probable changes in landfill practice that may occur over the whole lifetime of the landfill from conception to completion of aftercare and should, where possible, make provision for these changes, or allow for them to be incorporated at a later stage.

Stages in the Design Process

The landfill design process should be the same as that used in other civil engineering projects, where the objectives for proposed use, and therefore for the design of a project, are clearly stated at the outset of the design.

Landfill design should follow a staged approach which should include at least three stages, referred to here as conceptual, outline and detailed design. In each of these stages the holistic principles for the design, construction and operation of the site should be adopted, with an appropriate level of detail for each stage.

In the conceptual stage, the designer will be principally concerned with the overall viability of the site, using experience to determine any fundamental constraints or items of major expenditure. This will result in a notional concept for the development of a site, giving approximate volumes, possible design features, and setting out the principal aspects for clarification or investigation in subsequent phases.

When the design proceeds to the outline stage, a detailed site investigation1 and scoping of environmental issues should be carried out, which will lead to a fully reasoned overall design for the construction, operation and restoration of the site.

This outline design should consider all aspects required for the satisfactory development of the site, including the cost of the development. If formal environmental assessment is required, the level of detail should be suitable for inclusion in an environmental statement.

In addition to satisfying planning requirements, the outline design is likely to form the basis of the Working Plan for the waste management licence.

The outline design should form part of the Site Manual, which provides a mechanism for the exchange of information between the design, construction and operation process. This process of transference of the designer\’s intentions and assumptions is essential in the attainment of the integrated approach to landfilling.

When the site progresses to construction, the outline design should be developed into a fully documented detailed design with sufficient detail to permit construction. The detailed design should include comprehensive calculations to confirm or qualify the outline calculations and assumptions in the outline design, but should not require major changes in concept.

Construction of nuclear power plants declined following the 1986 disaster at Chernobyl. Lately, there has been renewed interest in nuclear energy from national governments, the public, and some notable environmentalists due to increased oil prices, new passively safe designs of plants, and the low emission rate of greenhouse gas which some governments need to meet the standards of the Kyoto Protocol. The report goes on to say that fuel costs for nuclear plants are a minor proportion of total generating costs, though capital costs are greater than those for coal-fired plants. At the NIA 2006 launch of the Commission’s position paper on the role of nuclear it confirmed “that nuclear is a low carbon technology with an impressive safety record in the UK” and “Nuclear could generate large quantities of electricity, contribute to stabilising CO2 emissions and add to the diversity of the UK’s energy supply.” While we have an impressive record of safety in the UK, Chernobyl has proved that a nuclear accident thousands of miles away can effect the UK for decades to come. The Tsunami also caused problems at Nuclear Power plants around Asia as the plants are built near the sea due to the large amount of water needed to cool the rectors. Greenpeace has always fought vigorously against nuclear power because they believe that it is an unacceptable risk to the environment and to humanity and that the only solution is to halt the expansion of all nuclear power, and for the shutdown of existing plants.

Rick Perry: Nuclear Waste Pay-To-Play Scam

Since Rick Perry announced his decision to run for President, the internet has been filled with multiple examples of corruption and unethical behavior of Mr. Perry. One of the more memorable examples of corruption in the Rick Perry administration is the nuclear waste dump which has been approved by appointees of Perry to the Texas Low-Level Radioactive Waste Disposal Compact Commission. Here are the undisputed facts:

1. The Commission has approved a landfill south of Austin, and right at the border between Texas and New Mexico, which will receive nuclear waste from 36 states.

2. Waste Control Specialists LLC is the company who is building the landfill and will receive millions of dollars in revenue from accepting the nuclear waste.

3. Harold Simmons is a billionaire, and the owner of Waste Control Specialists, LLC.

4. An LLC is a limited liability company, which means in the absence of fraud a court will not find the owners of the company liable. Thus, even if the owners and operators of a LLC are negligent, there may be no legal way to hold them accountable for the damage or harm they cause.

5. Harold Simmons has donated over $1,000,000 to Rick Perry’s campaigns.

8. The implications for Texas get even worse. The nuclear disposal site has earned six violations since 2004. Just last year the Texas Commission on Environmental Quality issued a Notice of Violation to Waste Control Specialists for storage of a concrete canister filled with the hottest low-level radioactivity material beyond the 365 days allowed under a waste processing license. Two years ago environmental commissioners signed off on an agreement for two violations and fined the company about $151,000. The site mismanaged hazardous waste near a rail-car unloading area and personnel failed to get authorization before letting radioactive material — including Plutonium 239 and Radium 226 — be released into the septic system inside a laboratory.
In a routine check at the site near Andrews, close to the New Mexico border, state inspectors also found cracks up to an inch wide on a 10-acre asphalt pad near where the canisters of radioactive material sit.

It seems the only thing the Waste Control Specialists LLC specializes in is increasing its wealth, ensuring the election of Rick Perry, and endangering the people of Texas and New Mexico.
